The complexities of modern organizations and the environments in which they operate often hide the causes of discontinuities in operations. Coping with these ever changing business events and factors emerging from the business environments require a strategy to systematically manage on-going changes effectively and efficiently, and a business architecture that is aligned with the organization's vision.

Most strategy (or visioning) development produce descriptions of the desired end-state, coupled with a "gap analysis"-based action plans. These gaps define what the organization might do (as suggested by opportunities in the external environment), and what it can do (as indicated by its competencies and capabilities). They are often too high-level, making short-term tactical plans and measures of success elusive.
